You calculate one third or one half by taking sunrise and sunset and doing some simple division. You can usually find these times in your local newspaper, or at: http://www.chabad.org/calendar/location.asp?AID=143790.
You can pray shachrit until 11:43 according to opinion 1 and you can pray shachrit until 12:35 according to opinion 2 I found this information from Rabbi Karp and http://www.timeanddate.com/worldclock/astronomy.html?n=25
on this website: http://www.aishdas.org/avodah/vol07/v07n086.shtml (it's like a blog, too.), it says that: If the fourth hour passes (before chatzot) and one did not pray Shacharit,in that case, prior to "Chatzot" (12P.M.), one can still pray Shacharit
calculate one third or one half by taking sunrise and sunset and some simple division. You will find the sunset and sunrise times in your local newspaper. About 1:45 pm.
Until about 1:45 which is midday because sunrise is at 7:45 and sunset is at 5:45 and those are ten hours apart so the 5th hour which is the middle hour is midday
there are two opinions according to the tanah kama the shema can be said until midday mid day would be at 1:43pm because the sun rises at 7:43 and thats 6 hours according to rabbi yehuda it can be said at the fourth hour which is 4 pm.
We are told that we are aloud to pray Shacharit until four hours after sunrise. By looking at sunrise calendars, I found that on Wednesday, January 2008, we can pray until 11:43 AM. I found this information on http://aa.usno.navy.mil/cgi-bin/aa_pap.pl.

I think there is enough time to pray if you finish before 12:00. If you wake up and the sun is already up, i think you can pray right away!
